Quick (20 minutes) Head sculpt with Curvy Mapped hair
Hair is one of the included maps in your Documents\Curvy3D\Maps
The hair shapes are Lathes, and the quiff is Line objects. No sculpting required.

I also used the Texture Placement panel to rotate the top hair direction 90 degrees around.
