Extrude
How do extrude a shape? I don't see anything about extrusion in the manual.

You can make a simple extruded shape with the Slab primitive. Just draw an outline and set the extrusion depth in the object properties panel.
You can also extrude along a path by selecting a slab and then choosing the Menu: Mesh/Brush Strokes and then drawing an extrusion curve - and ticking "Stretch"

Thanks. Is there any way to import an SVG without importing it into an existing path?

No. But the closest thing you can do is a "Create Sketch" primitive and import svg into that. It won't make any meshes, but the curves will be available to copy and use in other objects.
